      Mobile Underground Detention and Detainment (MUDD)—This secret network of prisons is not officially recognized by the U.S. government. Its existence has only been recognized within the pages of this report. MUDD holds foreign nationals wanted for international crimes. Victor Drazen was held here.

      Mole—A traitor or foreign espionage agent who has secretly infiltrated another intelligence agency and seeks to undermine or compromise that agency’s personnel or activities.

      Operational Detachment Alpha (ODA)—Twelve-man U.S. Army Special Forces team combining combat, language, engineering, medical, and communications skills. Formerly known as an “A-Team.”

      PacAmerica—Political action committee of Los Angeles businessmen who provided major funding for the Palmer campaign. Formerly headed by Carl Webb. The activities of PacAmerica have come under scrutiny by the Justice Department and other state and federal agencies.

      Pave Hawk—Sikorsky MH-60 K/L helicopter modified for use by the Special Forces. Includes am in-flight refueling boom and special terrain-following radar.

      Secret Service—Agency responsible for investigating cases of counterfeiting and forgery or violations of federal laws relating to securities of the United States or foreign governments. The Secret Service also provides personal security protection to high government officials, including the president and vice president and their immediate families; the president and vice president elect and their families; the wives, widows, and children of former presidents; and candidates for the office of president and vice president and their immediate families.

      Serbian Liberation Front—Secretive organization whose origins are shadowy. The SLF is not subordinated to a political party or civil authority but functions as a guerrilla movement consisting of lightly armed street and guerrilla fighters. Its members carry a visible insignia—a blue rose on a field of red—and execute the assignments of their command in a disciplined manner. The SLF’s strength has swelled from about five hundred active members at the beginning of 1988 to a force of at least a few thousand armed guerrillas by 1999. The SLF is organized into small compartmentalized cells and typically performs actions in smaller groups, at times as few as three to five men. Many members of the SLF are professionally trained and include former special operations soldiers. The group functions very professionally underground, due in part to the fact that some of its leaders are former members of UDBA (the Yugoslav Internal State Security Service), the Serbian army, and even the local police.

      SERE—Survival, Evasion, Resistance, and Escape. A rigorous training course undergone by members of America’s elite Special Forces groups, including Delta. The exercise is conducted in inhospitable climates and conditions. Soldiers are abandoned in the wilderness, tracked by armed men, captured, imprisoned, and mistreated in order to teach them the basic skills necessary to survive enemy internment.

      Special Unit for Counterintelligence Initiatives—This organization is not officially recognized by the DLA or DOD. Its existence has only been recognized within the pages of this report. This agency oversees security-related policy and focuses primarily on countering the threat from foreign intelligence activities. Additionally, the unit assists FBI and military investigative agencies in DLA related to criminal and counterintelligence investigations and provides full-service forensic support to worldwide DLA missions.

      Super Tuesday—The presidential election season begins with the New Hampshire primary in late February or early March. By the end of March or in early April, Super Tuesday takes place. On this day up to twelve states—including some of the largest—conduct their primaries. The winner of Super Tuesday’s primaries becomes the front-runner or—depending on how many states he has won—has secured his party’s nomination.

      SVR—Foreign Intelligence Service. Once an arm of the KGB, the SVR now investigates espionage, terrorism, and other crimes perpetrated against the Russian state by foreign nationals or foreign intelligence services.

      JACK BAUER is the special agent in charge of the Los Angeles Counter Terrorist Unit (CTU), a domestic unit of the Central Intelligence Agency.

      TERI BAUER is the wife of Jack Bauer and the mother of Kimberly Bauer. She is a homemaker and a freelance interior designer.

      KIMBERLY BAUER is the daughter of Jack and Teri Bauer and a sophomore at Santa Monica High School.

      JANET YORK is a friend of Kimberly Bauer’s and a sophomore at Santa Monica High School. Her father is Alan York.

      NINA MYERS is the assistant special agent in charge of the Los Angeles CTU. She primarily serves as chief of

      DAVID PALMER is a U.S. senator running for election in the presidential primaries. He is expected to become the first African-American president. Members of Palmer’s staff include Mike Novick (chief of staff), Carl Webb (political adviser), Patty Brooks (campaign manager), and Elizabeth Nash (advance team staffer).

      SHERRY PALMER has been married to David Palmer for twenty-five years. Their children are Keith Palmer and Nicole Palmer.

      VICTOR DRAZEN is an international war criminal. He is charged with committing atrocities in the Balkans.

      ANDRE DRAZEN is the son of Victor and the older brother of Alexis. He is well trained in special forces tactics. His associates include European and American mercenaries and Ted Cofell, who launders the Drazens’ money.
